The Single Market Programme European Innovation Council and SMEs Executive Agency (EISMEA) focuses on strengthening the governance of the internal market, supporting the competitiveness of industry and in particular of micro, small and medium-sized enterprises (SMEs), promoting human, animal and plant health and animal welfare and establishing the framework for financing European statistics.

It will support the above-mentioned areas with a budget of € 4 208 million for the period of 2021-2027. In addition, € 2 000 million allocated under the InvestEU Fund, in particular through its Small and Medium-sized Enterprises Window, will significantly contribute to its objectives.

EISMEA will only manage part of the Single Market Programme covering competitiveness of enterprises, governance of the internal market and standardisation and consumers.

Making the internal market more effective, by supporting the development, implementation and enforcement of Union law covering goods and services, including the free movement of capital and financial services; and effective market surveillance throughout the Union

The Agency will be responsible for implementing selected parts of the work programme that aim to make the internal market more effective and enable the financing of European standardisation and stakeholder participation. They include:
Procurement actions for the support of mutual recognition in the area of goods. Contracts could cover awareness-raising campaigns, education and training, exchange of officials and of best practices. .

The SME pillar of the Single Market Programme will first ensure the continuity of the implementation of the most impactful actions of the COSME programme, in particular supporting a better access to markets, a more favourable business environment and promoting entrepreneurship. It aims to foster the competitiveness, capacity building and sustainability of enterprises, especially SMEs, including the tourism sector.

It will implement the SME strategy in the context of industrial ecosystems, the SME components of the Industrial Strategy and the Small Business Act, taking due account of the context in which SMEs operate, captured by the SME Performance Review and the considerations of the SME Envoy Network.

Interregional Innovation Investments (I3) Instrument?



The Interregional innovation investments initiative as part of the European Regional and Development Fund (ERDF) aims at supporting interregional innovation projects in their commercialisation and scale-up phases giving them the tools to overcome regulatory and other barriers and bring their project to investment level. The agency will implement two strands of the programme in 2021:
Financial and advisory support for investments in interregional innovation projects; Financial and advisory support to the development of value chains in less developed regions. Contact Us.
